26日，中国民用航空局发布《民航局航班正常管理规定（征求意见稿）》（以下简称“新规”）引发了海南省海口市民纷纷吐槽。尽管记者采访的几大航空公司表示，将按照民航局发布的《新规》执行，但一些业内人士认为，新规在具体落实上将比较难。
据了解，在食宿安排上，《新规》规定了三种情况：由于机务维护、航班调配、机组等航空公司自身原因，造成航班在始发地延误或取消，航空公司应当向旅客提供餐食或住宿等服务；由于天气、突发事件、空中交通管制、安检以及旅客等非航空公司原因，航空公司应协助旅客安排餐食和住宿，费用由旅客自理；航班在经停地延误或取消，无论何种原因，航空公司均应负责向经停旅客提供餐食或住宿服务。针对民航局出台的新规，多家航空公司有关负责人表示，将按照《新规》严格执行。
